CAPS/MANAGEMENT 2006 SALARY
SURVEY RESULTS
The 2006 Benchmark
Scientist Survey results are now available. This joint CAPS/DPA
survey is required by the CAPS Unit 10 MOU. The overall results
of the survey demonstrate state scientist salaries lag from 9% to
nearly 48% compared to other public sector employers.
CAPS and DPA agreed
to survey seven classes to represent the bargaining unit for this year's
survey. The classes include: Environmental Scientist Range C,
Chemist Range C, Associate Industrial Hygienist, Associate Health
Physicist, Associate Geologist, and Research Scientist III and IV (Epidemiology/Biostatistics).
Historically, the state was only interested in comparing state
scientist salaries with other selected California cities and counties.
CAPS negotiated the inclusion of some water districts, University of
California, California State University, the federal government
(reflecting the Sacramento, Bay and LA Areas separately), and some
west coast states for the latter three classes. Private sector
employers were not included only because DPA would not participate
in the survey if they were.
The differential
cited above is based upon a simple average. Please take
a moment to review the following graphs summarizing the salary data
collected. This data will be used in several ways, such as, 1)
contract negotiations, 2) reclassifications (i.e., Industrial
Hygiene study), and 3) recruitment and retention differential
negotiations.
